I got a 404 when trying to upgrade to 1.7 using the upgrade instructions and new node

I’m starting to get a 404, while attempting to upgrade from 1.6 to 1.7 using the docs here. And I’m on Windows 7, and have java 1.6 installed.
When I run:
php composer.phar self-update
php composer.phar install

I get a “404 Not Found” in browser.
I had the same problem with a Laravel upgrade on mac, but that was solved by running npm install and that’s it. Here, there’s no npm that I could install (or run).
I’ve tried a few other tutorials, but the last one I’ve come across I cannot follow.
Can somebody give a newbie a step by step of how to get this upgrade installed?
